The two reopenings reflect the core of the IOC’s Olympic Agenda: a commitment to making the Games more than a celebration of sport, but rather a catalyst for long-term social, economic and environmental change.

Élancourt Hill: a viewpoint reclaimed

Élancourt Hill, at 231 metres above sea level, is the highest natural point in the Paris region. Until recently, few locals had ever been to the top. Once a sandstone quarry, later a landfill and eventually rehabilitated in the 1980s, the site remained fenced off for decades — inaccessible and forgotten.

Riders tackled a technical course designed to take advantage of its steep inclines and dramatic views. Spectators watched from grassy slopes and purpose-built stands, with the skyline of Paris — including the Eiffel Tower — visible on the horizon.

Reopened to the public in May 2025, Élancourt Hill is no longer just a venue. It’s a 52-hectare public space, with mountain bike trails of varying difficulty, walking paths, a free-access pumptrack, picnic areas and panoramic viewpoints. For a department like Yvelines, with fewer major urban parks than central Paris, this is an important boost to the quality of life of its residents.

Further east, in the heart of Seine-Saint-Denis, Parc Georges-Valbon is undergoing its own transformation. At over 400 hectares, it’s one of the largest urban parks in Europe — but until now, parts of it were disconnected or underused. A 13-hectare patch of land on its northern edge, known as the Terrain des Essences, was previously a military fuel depot, closed off and heavily contaminated.

The new section, with natural habitats, walking paths and biodiversity zones, not only expands the park, but also improves its accessibility, thanks to new mobility links.

During the Games, Parc Georges-Valbon served as one of Paris 2024’s official fan zones, drawing tens of thousands for concerts, community events and big-screen Olympic broadcasts. Its expansion now cements it as a permanent green refuge in one of France’s most densely populated and least green departments.

First Games aligned with Olympic Agenda

Paris 2024 were the first Games fully aligned with the International Olympic Committee (IOC) reforms of <a href="https://olympics.com/ioc/olympic-agenda-2020" target="_blank">Olympic Agenda 2020</a>, which set a path towards more sustainable Olympic and Paralympic Games. Olympic Agenda calls on future hosts to maximise positive impact while minimising their environmental footprint, for example, by reusing existing venues wherever possible, accelerating infrastructure that benefits residents, encouraging physical activity, and embedding legacy planning from the earliest stages of Games planning.

A third of the Olympic venues were in the department, including the new Aquatics Centre, the Olympic Village and major celebration zones, strategically located to serve the local community, creating more access to housing, sports infrastructure and green spaces.

Entrepreneurship is thriving in the United States, whether it’s in large cities, quaint small towns or somewhere in between.

To quantify which communities are most likely to support microbusinesses, <a href="https://www.godaddy.com/ventureforward/" rel="follow" target="_blank">GoDaddy Small Business Research Lab (formerly Venture Forward)</a> conducted a study to identify the most entrepreneurial cities in the United States.

Some of the results might be surprising. Others, not so much. But the study demonstrates an entrepreneurial spirit thriving throughout the nation.

Let’s take a look at the top 10 most entrepreneurial cities in the U.S. as of 2025.

A word about the research methodology

The analysis measures year-over-year increase in the number of microbusiness from the first to the fourth quarters of 2024.

GoDaddy Small Business Research Lab defines a microbusiness as having a unique domain name and an active website, and employing fewer than 10 people.

Although small, microbusinesses have a significant impact on economic outcomes like job creation, household income, recovery from economic downturns, and unemployment rates.

The top 10 most entrepreneurial cities in the U.S.

With the criteria for the survey established, let’s dive into the top 10 most entrepreneurial cities in the U.S.

1. San Francisco, CA

From the hippies of Haight-Ashbury to dot-com prodigies, San Francisco has long been an incubator for creativity and inspiration. And, today, its population of 851,036 represents a brilliant palette of diverse cultures and perspectives.

It’s evident in the city’s top position on the GoDaddy Small Business Research Lab list, having added 173,054 microbusinesses last year — a 122% leap for a total of 314,788 microbusinesses operating in the City by the Bay.

The city is an example of California cities demonstrating significant growth, despite high costs and other economic challenges.

2. Los Angeles, CA

L.A. is another example of California cities demonstrating resilience in the face of economic hurdles, showing a 50% increase in microbusinesses, adding 153,681 for a total of 463,572 by the end of 2024.

3. Denver, CO

The Mile-High City is an example of an emerging stronghold for business growth, with 63,010 microbusinesses representing a 56% increase for a total of 176,426 by the end of 2024.

4. Oklahoma City, OK

While big business and state politics remain focal points among the 693,083 residents here, recent data tells the story of a growing entrepreneurial spirit.

By the end of 2024, OK City saw a 21% increase in microbusinesses, adding 11,180 for a total of 65,216.

5. Frankfort, IL

Last year saw Frankfort add 10,370 microbusinesses, representing a 16% increase, for a total of 73,805.

6. Ontario, CA

Ontario is yet another example of California’s appeal to entrepreneurs despite some economic challenges — nearly doubling its microbusinesses in 2024, adding 9,789 for a total of 19,592.

7. Wilmington, DE

Wilmington is an example of entrepreneurship thriving in unexpected places. With a population of 218,967, this Delaware city saw a 14% increase in microbusinesses, adding 8,811 microbusiness in 2024 for a total of 71,815.

8. Wilmington, NC

Wilmington added 6,734 microbusinesses in 2024, representing a 36% increase for a total of 25,644.

The city is home to 208,911 residents and known as a jumping-off point for tourism, with easy access to Cape Fear beaches and their rolling boardwalks.

9. Katy, TX

The city saw a 12% increase in microbusinesses in 2024, adding 6,660 for a total of 62,560.

10. Alameda, CA

Alameda’s 77,565 residents enjoy all the entertainment and culture of nearby Oakland and San Francisco, yet return home to a distinctly quieter environment.

In 2024, Alameda saw an 83% increase in microbusinesses, adding 6,300 for a total of 13,861.

I joined the International Guard when I was 18, starting basic training three weeks after I graduated high school. I started out as a jet mechanic and now have transitioned to an officer position leading a team. At first, I was primarily focused on the educational and life experience benefits, but I quickly became passionate about serving my country.

A family tradition

My two older brothers are in the Air Force as well. And when it comes to my brothers, I'm fairly impressionable. I love and look up to them a lot. So, I joined for that reason as well. We deployed together in 2021 to Saudi Arabia, which was a very unique experience.

From the military to Principal 

I joined Principal through the <a href="https://careers.principal.com/recent-graduates" target="_blank">rotational program</a>, which allowed me to explore different opportunities across the company, as I wasn’t sure what I wanted to do after I graduated college. I realized the culture is amazing, and the products we sell really do help people. I felt supported to provide value quickly and progress in my military career at the same time. Ultimately, I landed in Corporate Accounting and have been focused on continuous improvement efforts for the past six years.

Fulfilling dual responsibilities 

Principal has always allowed me to focus on my mission at hand. While working here, I’ve been deployed overseas once, activated twice—including during the COVID-19 pandemic—and have participated in multiple trainings that required time away. Throughout it all, I’ve felt nothing but support and gratitude from my Principal family. I’ve received heartfelt letters and generous gifts from my team. When I was deployed to Saudi Arabia, my peers were amazed by the care package sent by my Principal team; it was truly humbling and a powerful reminder of the support behind me.

Advocating for others

I think the biggest difficulty is the translation gap between how the military describes your responsibilities versus how corporate America would. I recommend finding a professional organization or a mentor who previously made that transition to help bridge that gap.

I had my brothers and a mentor who coached me through the transition. Now, I advocate for and coach younger airmen to identify the responsibility they hold; there's a lot of weight and power to it that they probably don't recognize.

I entered the military right out of high school. I gained confidence and discipline through serving as a squad leader throughout basic training and as the designated class leader throughout extensive eight-month schooling. That experience earned me an opportunity to serve at the Pentagon for the Army Chief of Staff for Intelligence (and top-secret security clearance) at age 19.

From the military to Principal 

My time in the military provided me with skillsets to successfully navigate university (a disciplined approach to studying and time management) as well as the confidence and organizational skills needed for every step in my career, including my time at Principal since 2001.

Finding community 

In my early days at Principal, I joined the board of our Veteran Employee Resource Group (VERG), helping bring military community events and fundraisers to our satellite offices. There, I found camaraderie and community. Even though our experiences were different, it was fun to connect and see the passion that we all had for supporting veterans.

I think Principal is among the top tier of employers with their support of veterans. They actively seek out veterans and military people for employment. They view military experience as a huge asset. They know that veterans bring a lot to the table with their experience, and there's a good chance there’s a position that will fit you perfectly.

A family tradition

Both my grandfathers are veterans. One served in Japan and the other is a Korean War combat veteran. Listening to them talk about their experiences instilled a sense of respect and appreciation for the sacrifices they made. Sharing military stories has also helped bridge connections across generations, as my two stepdaughters currently serve in the Marines.

Finding community at Principal

Being a mom of military service members means experiencing a wide range of emotions at any given period, including pride, worry, and anxiety, which can all affect your career. I’ve been able to network with other employees through VERG who were going through similar situations with their own children, along with military veterans who offered support and guidance along the way.

Leaning into flexibility 

One thing we've learned being a military family is that things can change quickly. It can be hard to schedule holidays and other family gatherings; sometimes we might only have a week’s advance notice. Fortunately, my leaders are incredible about giving me the flexibility to take time off when opportunities for family time come.

Military to corporate values

The Global Humanitarian Kidney Support Initiative—a collaboration among <a href="https://www.directrelief.org/" rel="noreferrer noopener" target="_blank">Direct Relief</a>, the <a href="https://www.asn-online.org/" rel="noreferrer noopener" target="_blank">American Society of Nephrology</a> (ASN), the <a href="https://www.era-online.org/" rel="noreferrer noopener" target="_blank">European Renal Association</a> (ERA), and the <a href="https://www.theisn.org/" rel="noreferrer noopener" target="_blank">International Society of Nephrology</a> (ISN)—aims to ensure continuity of care for people with serious kidney conditions during disasters, conflicts, and in regions where access to essential health services is limited.

The initiative brings together global clinical expertise in nephrology with on-the-ground experience in humanitarian logistics to help sustain kidney care when health systems are disrupted or overwhelmed.

Kidney patients—particularly those receiving dialysis or post-transplant care requiring essential medications—are especially vulnerable in emergencies. Regular access to treatment is essential for survival, and any interruption can quickly become life-threatening. The initiative seeks to address that risk through coordinated action, including emergency support for clinics and hospitals, provision of essential medicines and supplies, and training for healthcare workers operating under strained conditions.

“Kidney patients rely on consistent, life-sustaining treatment, which can be difficult to maintain when disaster strikes,” said Alycia Clark, Chief Pharmacist at Direct Relief. “This collaboration helps ensure continuity of care by equipping health facilities with the products, training, and coordination required to deliver treatment safely and effectively—even under the most challenging conditions.”

The partner organizations have previously worked together during major emergencies in the United States, Ukraine, Sudan, and other regions. The launch of this initiative builds on those efforts and establishes a formal structure to improve speed, coordination, and scale in future responses.

An international alliance of humanitarian and medical organizations is announcing the launch of a new initiative to protect kidney and dialysis patients in crisis settings around the world.

Consider the eel.

Unlike most eel species, which live in saltwater their entire lives, the American eel spends most of its life in freshwater before returning to the Sargasso Sea to spawn.

It’s probably their final journey, but scientists say much about their life cycle remains a mystery, said Mike Abney, a project manager with Duke Energy, whose expertise comes from a decades-long effort to restore eel populations in the Catawba-Wateree and Pee Dee rivers.

But eel aren’t the only species making a comeback. Duke Energy is also reintroducing American shad, another migratory fish that, in reverse, hatches in rivers, matures in the ocean, then returns to freshwater to spawn.

A 100-year homecoming

Historically, eels thrived in the Pee Dee River, but in 1912, a Duke Energy dam near the North Carolina/South Carolina border blocked their migration to <a href="https://illumination.duke-energy.com/articles/the-idea-that-transformed-the-carolinas" target="_blank" title="generate electricity that would drive the region’s economic growth">generate electricity that would drive the region’s economic growth</a>.

“As the U.S. developed, rivers were altered for industry, power, and infrastructure. One of the drawbacks, however, was reduced habitat for some species,” said Jason Brown, lead Environmental Health &amp; Safety (EHS) consultant at Duke Energy.

A newly constructed eel ladder at <a href="https://illumination.duke-energy.com/articles/a-powerhouse-on-the-pee-dee-river" target="_blank">Blewett Falls Hydroelectric Station</a> in Lilesville, N.C, is changing that. To date, nearly 18,000 still-maturing eels have taken up residence in the waters near Blewett Falls Lake.

“By restoring access to hundreds of miles of habitat, the American eel can access previously blocked upstream riverine habitat. We want to bring the river systems back to what they once were,” Brown said of the company’s work to <a href="https://illumination.duke-energy.com/articles/a-new-home-for-fish-may-help-anglers-tall-tales" target="_blank" title="enhance environmental habitats for fish and other aquatic life">enhance environmental habitats for fish and other aquatic life</a>.

How the eel ladder works

The ladder guides eels upstream using flowing water and was designed with help from the North Carolina Wildlife Resources Commission, U.S. Fish and Wildlife Service and the National Marine Fisheries Service (a division of the National Oceanic and Atmospheric Administration – NOAA for short).

That gets them over the dam and into the lake.”

Eels travel up the ladder, which consists of five aluminum ramp sections connected by resting pools, and into a collection tank where the team counts, measures and weighs them – both to ensure they are healthy and to track how many eels migrate each year. Then, the eels are funneled to Blewett Falls Lake.

Their lifespan in Blewett Falls Lake is about eight to 10 years, Brown explained, so they’ll likely be here for an extended stay before instinct lures them back toward the Sargasso Sea.

Shad make their return

Unlike eel, shad are picky about their migration routes. “The eel ladder is simple and runs on its own, so you don’t need a person on-site to operate it,” Abney said. “American shad, however, required a more sophisticated approach.”

Migrating shad are similarly attracted toward flowing water, but the shad facility lifts collected fish up two levels where they are sorted through a system of tanks. This requires a dedicated team of scientists to carefully examine and sort the shad from other species.

Conservation in action

Blewett Falls Lake remains a popular destination for boating, swimming, and fishing – but anglers must release any American shad they catch.

“If there’s one in Blewett Falls Lake, that means we passed it,” Abney said. “And if we’re putting in all this effort, we don’t want people taking them home.”

For Abney and Brown, seeing these species return is deeply rewarding. “Watching critters use the passageway we created – and in large numbers – is gratifying,” Brown said. “It’s a key milestone in my career.”

Many who helped launch the project have since retired. “When this project was first discussed, we talked about it taking decades,” Abney said. “John Crutchfield, one of our project managers retired. He was instrumental in those early discussions.”

Though this restoration took years, its impact will last for generations. “I want my kids to enjoy what I got to experience growing up,” Brown said. “This project builds a bridge to the future.”

Also happening at Blewett Falls

Alongside efforts to restore migratory eel and fish populations, Duke Energy has enhanced its water management system at Blewett Falls Hydro Station with new spillway gates designed to enhance operational efficiency and lake management.

Made progress toward environmental sustainability goals

The company made progress in environmental sustainability related to its commitment to net zero emissions in business operations by the end of fiscal year 2040. For example, Keysight signed a virtual power purchase agreement (VPPA) with Southern Power to acquire renewable energy credits from a 39 MW expansion at the Millers Branch Solar Facility. This agreement is expected to start in the first quarter of fiscal year 2027 and will generate enough renewable electricity to cover 100% of Keysight's electricity consumption in the US and Canada.

Surpassed citizenship, community engagement, and education goals for fiscal year 2024

Keysight significantly surpassed its goals for positive social impact by focusing on community and education. Progress noted includes:
